Turning Point Turning Point Chemical Dependency Treatment Center overlooks the Allegheny River in Franklin, Pennsylvania. Situated on 24 wooded acres, Turning Point consists of three buildings, one of which is the original mansion of a lumber baron who build the estate in the late 1890s. Admission to Turning Point is available to male and female adults (18 years and older) who are chemically dependent.
